Born on the 10th of March in 1940, as Carlos Ray Morris in Oklahoma, he is the son of Wilma and Ray Norris, a WWII soldier, mechanic, and driver. He was named after the minister of his father, Carlos Berry. He has two younger brothers Aaron and Wieland, who died in Vietnam. He saw his parents get separated when he was just sixteen years old. According to Chuck, his childhood was downbeat. He was not into sports, was average, shy, and suffered from debilitating introversion throughout his childhood.

Norris has been married twice with four kids and has one more child from an extramarital affair. His first marriage was with Dianne Hole check in 1958, with whom he has two kids. They got divorced in the year 1988. The next year he married model Gena O’ Kelly, she was 23 years younger to him, and they had twins in 2001.
